Long Awaited Roosevelt Square Apartments and Pre Leasing at Former ABLA Homes Site

NEAR WEST SIDE — Construction of more than 200 apartments in the Roosevelt Square development is complete, including 80 apartments for Chicago Housing Authority residents and 50 affordable workforce housing apartments.

The three new mid-rise buildings at 1002 S. Racine Ave., 1257 W. Roosevelt Road and 1357 W. Roosevelt Road include 207 apartments in total, from studios to three-bedroom apartments, Michael Kaplan, vice president of affordable housing for Related Midwest Development, said in an interview.

The $172 million development project is built in partnership with the Chicago Department of Housing and Chicago Housing Authority. It is located on the site of the former Addams, Brooks, Loomis and Abbott Homes.

Fifteen apartments inside the restored Jane Addams Homes, 1322 W. Taylor St., have also been built and leased, Kaplan said. The National Public Housing Museum, in the Jane Addams Homes is expected to open this spring, he said.

“This phase of Roosevelt Square redevelopment is greatly impacting housing on the Near West Side with contemporary architecture and high-quality housing, while also driving investment in the area,” said Curt Bailey, president of Related Midwest, in a press release.

Developers broke ground on Phase 3 of the mixed-income redevelopment in 2023, which included upgrading the 15 housing units built during the first phase of the project nearly 15 years ago.

“It’s a perfect time to be opening in the spring, leading into the summer, and we’re really happy with the outcome, and I think the community will be too,” Kaplan said.

“The new apartments feature wide-plank flooring, in-unit laundry hookups, tall ceilings and windows, quartz kitchen countertops and energy-efficient appliances. Rents for market-rate residences will start at $1,450 a month for studios, $1,650 a month for one-bedrooms, $2,375 a month for two-bedrooms and $3,725 a month for three-bedrooms. CHA apartments are leased at 30 percent of the residents’ income, and affordable apartments will be offered for households earning 80 percent of the area median income.”

The three residential buildings feature amenities like an on-site fitness center, outdoor amenity space and bike and storage rooms. Both buildings on Roosevelt Road also have a dog run and garage parking.

The Racine Avenue building has ground-floor retail space where pizza restaurant The Slice Shop and a local grocer will open this summer. At least one other retailer will be opening in the remaining retail space, Kaplan said.

Three minority-owned firms — BOWA Construction, Blackwood Group and Mikk — led construction of the buildings, Midwest BankCentre said in a press release. OMA Construction, a Black-owned company, oversaw construction of the apartments in the restored Jane Addams Home.
