JOB TITLE:  SR. FISCAL POLICY ANALYST

ESSENTIAL DUTIES

Under the general supervision of the Comptroller's Office, performs various research and analytic functions to provide guidance and assistance on wide range of financial matters to the City's Financial leadership, and must be able to perform complex technical duties. 

  • Develops  simple to complex financial reports, forecasts, or models to project or determine past trends or future financial positions for use in all types of financial decision making (e.g., budget formulation, contract negotiations, development of  strategic plans, etc.)
  • Develops comprehensive reports to support the reports, forecasts or models using the City's current standard reporting tool (Business Objects)
  • Performs analyses of appropriate data to explain variances and/or trends relative to City revenue, expenditures, accounts receivable, etc.
  • Directs and leads a team in monitoring, analyzing, and reporting on various aspects of the city's financial condition
  • Assists in the review of consultant reports of private and public partnership projects and assists in conducting economic and financial analyses as needed
  • Reviews and understands municipal forecasting models and financial reports
  • Formulates, analyzes and evaluates new or changes to existing revenue strategies/initiatives
  • Participates in meetings with department managers and representatives from financial institutions and government agencies to discuss fiscal trends and projections relative to new or expanded financial initiatives
  • Prepares and provides presentations to various audiences, including City financial leadership and other professional staff

Qualifications

 

Graduation from an accredited college or university with a Bachelor's degree in Finance, Economics, or a directly related field, plus four years of fiscal policy analysis experience, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.

SELECTION REQUIREMENTS

This position requires an applicant to successfully complete an interview.  The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral interview will be selected.

 

Preference will be given to candidates possessing the following:

·         Supervisory experience related to the responsibilities of the job 

·         Proficiency using Microsoft Office Word, Excel, PowerPoint, Outlook and Access

·         Experience in the development of financial policy options, designing and conducting, financial

           presentations, debt issuance, alternate financing methods, or municipal accounting and financing

·         Knowledge of the bond market, accounting and economic principles

·         Knowledge of municipal accounting, budgetary and grant administration policies and practices.
